The problem with going after Guzman is that he is well liked in Western Mexico. He´s very benevolent, helping poor families, buying school supplies, employing people, etc. He runs his organization unlike the other cartels in Mexico with their extortion and kidnapping. The Mexican authorities in Gusmans area seem to have a symbiotic relationship with him --- not unlike the mobs and city hall in Chicago.

Sounds like the scenerio in the most excellent classic TV series, ´´CRIME STORY,´´ which is available on Netflix!
