Actually witch, it was pushed through Congress using bribes and other forceful techniques in violation of US Code Section 118 probihiting bribes to Congressmen. It is therefore Illegal!

Title 18 U.S.C. § 201 : US Code - Section 201: Bribery of public officials and witnesses

No where in that law gives the Administration or Congress permission to bribe each other to pass laws.
