| A report on climate change completed for NJ Transit months before superstorm Sandy struck New Jersey urged the agency to begin planning for higher storm surges that could envelop rail yards, destroy track beds and corrode switches, gates and signals. The Oct. 29 storm caused more than $400 million in damage to the agency’s system. Hundreds of millions of dollars´ worth of damages, rail service still not at 100% 2 months after the storm, direct warnings ignored, and the high-paid directors at NJ Transit appear to have been cleared after state and federal investigations.

OP, just take a look at the map of the Hoboken rail yard. Google or whatever "Observer highway Hoboken NJ" and look at where it sits and tell me if a report is necessary to inform one of the risk of flooding?
No one will ever get fired for this. I can almost guarantee you it was a Union work rule/lack of manpower issue that caused this and those are the kinda mistakes that always get buried......

The good news is that they only had to pay about $50k to learn that water seeks its own level. For that fee, I would provide them my expose´ about water flowing downhill - but wait! for just 10% more(plus shipping and handling) I´ll throw in my report about how the vast majority of people don´t thoroughly chew their corn.

Isn´t it wonderful that the ´right´ people can get almost 50 GRAND to write a report of inspection with warnings of what MIGHT happen and NOBODY does anything at all with it and then...wham! Lo and behold, the stuff hits the fan and every body will point to somebody else for the very stuff they were told was very possible...nice gig if you can get it.
