| President Obama´s hyperactive regulators went on hiatus in 2011 to get through Election Day. Now with his second term secure, they´re about to make up for lost time and then some. The government defines "economically significant" rules as those that impose annual costs of $100 million or more, and the Bush, Clinton and Bush Administrations each ended up finalizing about 45 major rules per year. The average over Mr. Obama´s first two years was 63 but then plunged to 44 for 2011 and 2012 so far. The bureaucracies didn´t slow down. They merely postponed and built up a backlog that

Comments: They have been holding these rules and regs until after the election. Now, kaboom!
The Journal goes on to say it would publish the estimated costs, but that there has been no "unified agenda" of regulations in development published by the Budget Office since 2011, in violation of laws and executive orders that require it be published every six months. The article discusses by category some costly regulations that are expected.

The Republican House holds the purse strings on all of this, and was elected specifically to put an end to out-of-control regulation and spending, yet time again signs off on every last expenditure. Why, it´s as if they´re on the same team (ssssh, someone might catch on).

Them as can, does; them as can´t, regulate.
Perhaps there has been a good, comprehensive, objective study of the dynamics, psychology, and consequences -intended and otherwise- of regulation, but I am unaware of it. There may even be a Theory of General Regulation and a Theory of Special Regulation, for all I know. There is ample material to study here. I wish scholars without (too much of) an axe to grind would enlighten us. We need to know as much as possible, for if there is one thing that is certain, it is that there are endless regulations ahead. Not just from Left wing radicals and collectivists, either. There are Republicans and conservatives who desire to regulate the behavior of others.
I think it must be a matter of temperament, perhaps genetics, brain structure, something like that. Some people itch to regulate others, while some people do not.
Those who crave to meddle in the affairs of others and pass laws to regulate their actions see themselves as fulfilling a duty to mankind, while others see them as intrusive busy-bodies sticking their noses into other people´s business and trying to control them. The problem is that they do not know what they are doing. They do not realize that regulations have all kinds of unintended consequences - and that the intended ones do not always function as desired. Very often they introduce corruption, cheating, hidden practices and networks designed to defeat them. Regulators do not seem to comprehend that human beings do not like to have their freedom of action constrained, especially when money, power or prestige is involved. They fight back. And since the people being regulated are almost always smarter and more motivated than those doing the regulating, the consequences are seldom good.

Don´t forget about the regs that all ´´public´´ swimming pools must have ADA compliant equipment by 01/31/13. That one was delayed when compliance was impossible last year. Part of the regs say that staff must be available to operate and maintain the equipment at all times, or the pool cannot be open otherwise.

The Internal Revenue Service last year supplied a left-leaning nonprofit charity with confidential information about conservative organizations, which the charity disseminated to the public, ProPublica reported yesterday. The charity in question was ProPublica itself. We should acknowledge that "left-leaning" is our characterization; ProPublica describes itself in its own tax filings as "entirely non-partisan and non-ideological." ProPublica is legally obliged to be nonpartisan, for it enjoys tax-exempt status under Section 501(c)(3) of the Internal Revenue Code, which means that contributions to it are tax-deductible.

If it is proven that the IRS thwarted some groups from obtaining tax-exempt status in fear that their traditional or conservative messages might hurt the 2012 Obama campaign (especially if it did so under pressure from White House-affiliated operatives), and if it is proven that the Obama administration deliberately ignored warnings about lax security at the Benghazi consulate, missed real opportunities to send help, or deliberately massaged intelligence reports in order to mislead the pre-election public about the true nature of Benghazi in order to further a false campaign narrative of a near dormant al-Qaeda

White House spokesman Jay Carney today disclosed that Obama’s chief of staff, Dennis McDonough, and other top White House officials had advance warning that the IRS was targeting conservative groups. The Washington Post on Monday reported that Obama’s Department of Justice was investigating journalists before they started wiretapping the Associated Press – for one, Fox News correspondent James Rosen in 2010. Their headline wasn´t "Obama Team Also Spied on Fox News." Fox wasn´t in the headline, on A-1 or on A-12, where the story continued. WASHINGTON – A top IRS official in the division that reviews nonprofit groups will invoke the Fifth Amendment and refuse to answer questions before a House committee investigating the agency’s improper screening of conservative nonprofit groups. Lois Lerner, the head of the exempt organizations division of the IRS, won’t answer questions about what she knew about the improper screening – or why she didn’t reveal it to Congress, according to a letter from her defense lawyer, William W. Taylor 3rd. Lerner was scheduled to appear before the House Oversight committee Wednesday.

The wheels came off the Obama administration yesterday. We learned of a startling assault on freedom of the press by the Department of Justice, following the revelation last week of the unprecedented information-gathering foray by that department against The Associated Press. Then, a few minutes later, the Justice Department’s inspector general released a report declaring that the US attorney in Arizona used the leak of a confidential memo to try to discredit a whistleblower in the notorious “gun-walking” scandal known as Fast and Furious (which got two federal agents killed). The leak was called “egregious.”

Stuart Varney said this morning on "Varney & Co." that one of his producers was given a questionnaire with some surprisingly intrusive questions on it when he switched doctors. One of the questions was whether he/she was concerned about unsecured weapons in the home. Another asked whether he/she was "in a relationship in which you have been physically hurt or are you afraid of your partner?"
