When does the wrong become right?
Is there a limit on when the threshold has been met? A number?
Have Hispanics been discriminated against by Blacks because of a certain district make-up favors a Black to be elected? Or, visa-versa?
Is this only a white issue?
Do white democrats limit the elevation of blacks, hispanics and other groups since there are so few in leadership positions?
Every state should allocate their EV based on the winner of the popular vote in each congressional district.
There shouldn´t be any winner-take-all since it actually disenfranchises those voters directly by suddenly allocating their vote to a candidate not of their choice.

Allow me to offer a silly situation to demonstrate the reach of Section 5 of the voting rights act.
If Possum Trot Alabama wants to move the polling location from 102 main street to 104 main street, the provisions of the voting rights act require that it seek the permission of the u.s. justice department before it can move. (There is a village called Possum Trot, Kentucky - I have been there - but Kentucky is not subjected to the provisions of the VRA)
The language of the VRA talked specifically about the temporary nature of section 5, but now we are 47 years beyond that, and the temporary provision remains in force.

Deceased Boston Marathon bombing suspect Tamerlan Tsarnaev participated in a 2011 gruesome triple homicide outside Boston along with a Chechen killed early Wednesday during a confrontation with the FBI and Massachusetts State Police in Orlando, Florida, a federal law enforcement official told CNN.(Snip)Todashev told investigators the men were killed during a drug ripoff because he and Tsarnaev were afraid they would be able to identify them and tell police what happened, according to a law enforcement source.

(ORLANDO, Fla.) — A Chechen immigrant shot to death in central Florida after an altercation with an FBI agent had several ties to that of one of the Boston Marathon bombing suspects who authorities were questioning him about at the time.(Snip)Three law enforcement officials, speaking on condition of anonymity, said Todashev had lunged at the FBI agent with a knife. However, two of those officials said later in the day it was no longer clear what had happened. The third official had not received any new information.

New Energy Secretary Ernest Moniz doesn’t want to spend his tenure battling over climate science. “Let me make it very clear that there is no ambiguity in terms of the scientific basis calling for a prudent response on climate change,” Moniz told Energy Department employees shortly after his swearing-in. “I am not interested in debating what is not debatable,” Moniz said in his remarks at the Tuesday ceremony. “There is plenty to debate as we try and move forward on our climate agenda.”

Lois Lerner, who directs the office at the center of that effort, has received her own education in the Constitution.(Snip)Josh Marshall, proprietor of TalkingPointsMemo.com, concedes that Lerner "has every right" to invoke the Fifth Amendment "and may be wise to do so. But that´s a decision that simply is not consistent with her remaining in her job.

The six Cincinnati workers we have identified, who sent scrutinizing letters to conservative groups with words including "patriot, liberty, tea party or 9-12" in their names are Mitchel Steele, Carly Young, Joseph Herr, Stephen Seok, Liz Hofacre and a woman identified only as Ms. Richards. We can now officially call the Obama administration besieged. One of President Obama´s underlings is set to plead her Fifth Amendment Right against self-incrimination in the burgeoning IRS scandal. The Los Angeles Times broke the story: Lois Lerner, the head of the exempt organizations division of the IRS, won´t answer questions about what she knew about the improper screening - or why she didn´t disclose it to Congress, according to a letter from her defense lawyer, William W. Taylor III. Lerner was scheduled to appear before the House Oversight Committee on Wednesday.

One of two men allegedly being questioned in connection with the Boston Marathon bombings was shot and killed by an FBI agent in Florida on Tuesday, (Snip)A friend of Ibragim Todashev said he and Todashev were being investigated as part of the Boston bombings. He said Todashev, 27, knew bombing suspect Tamerlan Tsarnaev because both were MMA fighters. The man claims he and Todashev were interviewed by the FBI for nearly three hours on Tuesday. The friend said he left the interview, and when he came back to the apartment he found that there had been a shooting.

What´s so interesting about 60 tea partiers protesting the IRS in San Jose, California on Tuesday, May 21st? The fact that this bit of information was conveyed to the protesters by a Department of Homeland Security officer who was also in attendance. What was a DHS agent doing at the San Jose Tea Party protest? (snip) they weren´t just spying on us in San Jose and monitoring us in San Francisco, they were watching us throughout the entire state

House Oversight and Government Reform Committee Chairman Darrell Issa said embattled IRS official Lois Lerner waived her Fifth Amendment rights and will be hauled back to appear before his panel again. The California Republican said Lerner’s Fifth Amendment right to avoid self-incrimination was voided when she gave an opening statement this morning denying any wrongdoing and professing pride in her government service. “When I asked her her questions from the very beginning, I did so so she could assert her rights prior to any statement,” Issa told POLITICO. “She chose not to do so — so she waived.”
