I think he is planning to open up drilling - to his friends and benefactors. I think it's payback time not just to his "enemies" but to his allies and supporters. Now, that doesn't mean we will benefit from the drilling, but his buddies will. Just a thought.

You don't need to propose anything if you think you can do it on your own.
In societies where arranged marriages aren't the norm, the man proposes marriage to the woman (normaly, but woman to man, man to man, and woman to woman are options).
In societies where marriages are arranged, there is no proposal involved, it is worked in the background, just like carbon taxes, maybe in the UN.

I expect the carbon tax will be imposed by treaty. That way O looks like a super UN worshiping world citizen.
Treaty also takes - or tries to take - the House out of the loop. If Reid can deliver the Senate the treaty is confirmed. McCain would probably vote for his own lobotomy if praised from across the aisle. So would some other GOP dunces.

The key word in that is "proposal". Obama is likely planning a carbon tax Executive Order. Or planning to use some burecratic end-around, the way he did with HHS and the anti-Catholic Contraceptive Coverage requirements.
"Proposal" will not be in Obama's vocabulary in this secon term.

In some other universe this would be shocking. In this universe it’s par for the course, and I don’t mean the golf course, but the guy who makes the golf course his second home. The US Attorney for the District of Columbia, Ronald C. Machen – the man responsible for the aggressive surveillance and phone record scrutiny at Fox News – is also a big donor to the Obama Campaigns. At the time of his appointment, the Washington Post wrote a profile on Machen including this tidbit: Over the years, he has donated $4,350 to Obama’s campaigns.

One of two men allegedly being questioned in connection with the Boston Marathon bombings was shot and killed by an FBI agent in Florida on Tuesday, (Snip)A friend of Ibragim Todashev said he and Todashev were being investigated as part of the Boston bombings. He said Todashev, 27, knew bombing suspect Tamerlan Tsarnaev because both were MMA fighters. The man claims he and Todashev were interviewed by the FBI for nearly three hours on Tuesday. The friend said he left the interview, and when he came back to the apartment he found that there had been a shooting.

The wheels came off the Obama administration yesterday. We learned of a startling assault on freedom of the press by the Department of Justice, following the revelation last week of the unprecedented information-gathering foray by that department against The Associated Press. Then, a few minutes later, the Justice Department’s inspector general released a report declaring that the US attorney in Arizona used the leak of a confidential memo to try to discredit a whistleblower in the notorious “gun-walking” scandal known as Fast and Furious (which got two federal agents killed). The leak was called “egregious.”

Lois Lerner, the head of the exempt organizations division of the IRS, won’t answer questions about what she knew about the improper screening – or why she didn’t reveal it to Congress, according to a letter from her defense lawyer, William W. House Oversight and Government Reform Committee Chairman Darrell Issa said embattled IRS official Lois Lerner waived her Fifth Amendment rights and will be hauled back to appear before his panel again. The California Republican said Lerner’s Fifth Amendment right to avoid self-incrimination was voided when she gave an opening statement this morning denying any wrongdoing and professing pride in her government service. “When I asked her her questions from the very beginning, I did so so she could assert her rights prior to any statement,” Issa told POLITICO. “She chose not to do so — so she waived.”
