Marco Rubio was born in the United States in Florida. He is therefore a natural born citizen.

The fact that his parents did not become citizens until several years later...does not affect his status.

Rubio is a citizen, but not natural born.
Natural born means that at the moment of birth, because of citizen parents, citizenship is naturally passed to him irregardless of where he was born. (Children of military serving overseas, for instance.)
His parents were not citizens at the time of his birth. He is actually what is considered an anchor baby.
It is pretty clear that Republicans will never get the Latino vote because like blacks, most are interested in FREE stuff, not that concerned about immigration and sealing the border as elite Republicans would have you believe. Unless Republicans start being agreeable to giving away the store, Latinos will continue to vote for the party that gives them FREE stuff.

I could have told him 20 years ago when our area started being innundated by the migrants. Our welfare office, health dept and every other agency that gave away free stuff was innundated. Just watch them in the grocery story, swiping their cards, and we know what kind of cards.
Our newspaper editor had the audacity to write an article several years ago about the vast amounts of money that was being wired from our county to Mexico every month and what a financial blow it is to our local economy. Of course, he was called a racist by every brown face in the area.

With the Republican Party in shambles, rootless, brand is damaged, etc. why talk about 2016? I turned off Rove this morning, pontificating on with his trusty white board. Such a loser and he makes six figures. We will likely see him at the helm of the 2016 election, again "helping" us cruise to victory.

Why worry about the 2016 election. It does not matter any more. The American people have spoken. They no longer wish to be ruled by the rule of law, they would rather be ruled by the edict of the man who promises to give them the most.

Instead of worrying whether or not Rubio is a natural born citizen, why not ask what the heck are the Republicans thinking when they participate in a caucus in Iowa which went for Obama? Should be an open primary in a bigger state. Why should Iowa be rewarded with outsized influence?

Agreed about Iowa, and why NH every time? NH has seen an influx of Massachusetts people moving up and in - they have tilted leftward over the past decade and it shows. Pundits are saying Romney got the white vote, well, New Hampshire is 96% white and they voted for Obama both times. Why do they have a hammerlock on the primary calendar?

Natural Born Citizen: that phrase has been widely debated. Most scholars today agree it simply means "born in the US" and they would grant a wider definition to include citizens like John McCain, who was born on a US military base in Panama.

Rubio is a natural born citizen because he was born here. A U.S. birth certificate is all that is needed to prove citizenship for passports, social security and running for President(actually, you can run for President without a birth certificate--see BO). If you are not natural born, you do not have a U.S. birth certification and you have to prove you were "naturalized." Rubio is natural, not naturalized.

OK, everyone who is of the opinion that Rubio is NBC, please answer the following [no, opinions do not qualify as answers; sorry, but thanks for playing] -- who was Emmerich de Vattel? What signal book did he write? How many copies of it were at the Constitutional convention in Philadelphia? Please indicate whether you are including or excluding the personal copy Benjamin Franklin got in 1775. Which of the Founders debated the issue? Who wrote on it, and made clear that birth situs is immaterial in determining citizenship? Why were overseas births specifically discussed, and offshore children held to be citizens? How many times does the term "natural born citizen" appear in the US Constitution? What does that use[s] reference? Both NBC and native born appear in the Constitution because they are not the same status. The opinions of later writers and judges and pundits are immaterial. They didn't write the Constitutional language, which has not been changed in the only permissible way -- by Amendment. Point of logic -- assertion is not demonstration. Two words that do not appear in the US Constitution are "birth certificate." Two words that do not appear in the Founders writings on the Constitution are "birth certificate." There are 3 Constitutional requirements for Presidential [and Vice-Presidential] eligibility. One of them [being a citizen at the adoption of the Constitution] is moot, all persons it applied to being deceased. Neither of the remaining 2 requirements are for a birth certificate. Chester Arthur didn't run in 2012, and won't run in 2016. There. My first opinion in this post. Thus, his status is meaningless to the discussion. Even if not NBC, that doesn't change the Constitution. Correctly understanding the Constitution as written and following it matters. Darn. Outta space.
