| Just over 8.5 billion recyclable cans were sold in California last year. The number redeemed for a nickel under California's recycling law: 8.3 billion. That's a return rate of nearly 100%. That kind of success isn't just impressive, it's unbelievable. But the recycling rate for certain plastic containers was even higher: 104%. California's generous recycling redemption program has led to rampant fraud. Crafty entrepreneurs are driving semi-trailers full of cans from Nevada or Arizona, which don't have deposit laws, across the border and transforming their cargo into truckfuls of nickels.

Trouble is - sooner or later these fools will be bankrupt, the fed. gov. will bail them out with our money (borrowed - more debt) and nothing will change in California to remedy the problem.

Raise the price to $0.15 and watch the recycling numbers really go through the roof. Wonder how long until someone starts driving tank trucks into California with cheaper non-Califirnia formulated gas and selling it on the black market?

If the purpose of the deposit is to stop littering, they should just go ahead and pay the money. But could it be that the deposit is simply a hidden tax, where the state expects not to pay out part of the money, hoping for a relatively low return rate?

California environmentalists would gladly pay ten dollars to recycle ten cents of aluminum cans, plastic bottles, or plastic bags. Raise the deposit to a dollar a can, bottle, bag, or whatever irritates them today or tomorrow and watch how much recycling results. Even better, make it a law that the recycled materials have to be used to build the high speed rail line. With a little imagination they could run the final tab up to a quarter trillion dollars. For another quarter trillion dollars, they could line the entire route with habitat for delta smelt and and spotted owls.

IA has a deposit law..5¢.. it was put in place to stop littering It has.. The place I take my cans look at the cans to make sure they have a 5¢ mark on the top..if not ..they hand it back. This is lazy CA workers not doing their job.. If the people driving the truckloads to CA don't want to wait until each can is gone over oh well...that might make them think twice It has made this state look much cleaner..no 12 pks of beer cans and etc littering the ditches and roads.

That`s exactly what it is #10, a hidden tax. Gov`ns don`t care about recycling, smoking or obesity. It`s only an excuse to tax. We`ll have an obesity epidemic in the U.S. only until the gov`n taxes every morsel or crumb, then it will no longer be a problem.

I can't believe it pays to drive recyclables from Arizona to San Diego, must be using the company truck and gasoline.
Anyway, cans are worth a couple of cents as raw aluminum, maybe not the full nickle.
Plastic probably not so much.
But unless they are saying people are getting paid by aluminum prices to fraudulently recycle rocks, I'm not sure how much any of this matters.

The waste and fraud are not flaws, they are features.
Granted, that is a variation of a cliche but I offer it as the truth.
There are professional environmentalists and various public workers who make a living from these programs. And they don't care how much sense it makes, good it does, or how much it costs.
If a program has a green face, like Kermit, they will support it in Sacramento until the world ends.
In good times and bad fraud is a growth industry. Expect this CA one to double next year.

Charlie Rose last night asked President Obama his new Syria policy. The president first objected to it being called a new policy. "I´m not sure you can characterize this as a new policy. This is consistent with the policy that I´ve had throughout," he said. Obama then explained the goal is regional stability, and especially in Syria.
