After failing to scuttle the landmark legislation in Congress, critics of the Dodd-Frank Act overhauling financial regulations are trying to chisel away at it in the courts — with some initial success. Twice, federal regulators have lost in court trying to defend the rules, which were put in place after the 2008 financial crisis. On Friday, they were back in court again, fighting for yet another regulation they say is linked to Dodd-Frank. Each time, the challenge came from a lawyer with a prominent legal pedigree: Eugene Scalia, son of Supreme Court Justice Antonin Scalia.

It appears that the agencies are making up regulations outside of their legal limits. The courts are finding them to be in error and correcting their mistakes.
This happens when rogue agencies are let loose by the President's crowd of czar's and others that are outside of the overview of Congress.
Who knows what is happening in other agencies that the Courts are not getting a chance to review. Time to kick the Chicago gangsters out of Washington.

This is what happens when you give unelected partisan hacks too much discretion in their jobs. These people are out to kill businesses off they don't like,it has nothing to do with protecting consumers or any other crap excuse.

It's no different than the HHS sec.handing out lollipops to selected voters.

Charlie Rose last night asked President Obama his new Syria policy. The president first objected to it being called a new policy. "I´m not sure you can characterize this as a new policy. This is consistent with the policy that I´ve had throughout," he said. Obama then explained the goal is regional stability, and especially in Syria.
