Ukraine´s President Petro Poroshenko says he has agreed with Russian President Vladimir Putin by phone on a "permanent ceasefire" with rebels. "Their conversation resulted in agreement on a permanent ceasefire in the Donbass region [the regions of Donetsk and Luhansk]," his office said. "They reached a mutual understanding on steps leading to peace." The announcement comes as US President Barack Obama meets Baltic leaders in Estonia ahead of a Nato summit. He is due to hold talks in the capital Tallinn with the presidents of Estonia, Latvia and Lithuania, all former Soviet states which joined Nato a decade ago.

Despite the Obama administration’s vow to shift resources, Border Patrol agents say they are still tasked with caring for children who have crossed the border illegally, which is undermining their regular patrol duties of going after gun, drug and human smugglers. An inspector general report finds that the Obama administration has successfully housed the children and has cleared 16 accusations of abuse that the American Civil Liberties Union lodged against U.S. Customs and Border Protection, but says the administration is losing focus on border security. U.S. Customs and Border Protection Commissioner R. Gil Kerlikowske asked for a review after the ACLU and

With the president attending this week´s NATO summit in Wales, and the heightened concerns among the organization’s members – especially the newer ones with experience of hand’s-on Russian domination and rule – it might be profitable for our “allies” to consider some facts reported by Gideon Rachman in the FT: The pattern of Nato spending reflects Europe’s increasing reliance on the US. At the height of the cold war, America accounted for roughly half the military spending of the alliance, with the rest of Nato accounting for the other 50 per cent. Now, however, the US accounts for some 75 per

This is what it looks like in a vacuum: Slaughter. Mayhem. Chaos. This is what it looks like when the Leader of the Free World decides America would be better off if the United States took its hand off the tiller. This is what happens. Two Americans have now been beheaded in professionally produced videos — and between those slaughters, our president announced to the world he doesn’t “have a strategy yet” to go after the group doing the beheading. Forget that Steven Sotloff and James Wright Foley were journalists, which has been the solipsistic focus of the journalists writing about them. What these

Labor Day marks the traditional kickoff to election season, and all Democrats can say for themselves about the coming midterms is: Things look bad, but they could be worse. Republicans will almost certainly gain Senate seats, and could very well take it over, though their chances diminish every time we hear new audio of Mitch McConnell and his GOP cronies sucking up to the Koch brothers at their last retreat. But traditional low midterm Democratic turnout could make McConnell the Senate majority leader in January nonetheless. This political season opens against a backdrop of profound pessimism, captured in an August Wall

On Monday the Washington Free Beacon reported eleven commercial jetliners went missing after Islamist terrorists belonging to “The Masked Men Brigade” took control of the Tripoli airport in August. The Masked Men Brigade is linked to al Qaeda and Ansar al Sharia — the group behind the Benghazi terrorist attacks of Sept. 11, 2012. The Islamists posted photos of the captured commercial jetliners after they took control of the Tripoli airport. The Islamists climbed on top of the planes in Tripoli to celebrate their victory. On any given weekday in the summer, you will find me walking through fields counting bugs. In fact, it’s my job: I’m an ecologist studying the communities of insects that live in agricultural landscapes. Most days between early June and early September I drive between farms to scout crop pests and the beneficial insects that eat them, changing sticky yellow glue traps and sweeping vegetation with a canvas net. But a single afternoon in August 2006 stands out in memory. Along one of the transects my colleague and I had set up in a cornfield, we noticed that several plants around

Just in time for the season´s final barbecue, President Obama last week backed off his promise (threat?) to "do something" about immigration reform by the end of the summer if Congress failed to send him a bill addressing the issue. He needs more time, we´re told. It´s a dumb and uneventful conclusion to a dumb, uneventful summer in Washington politics. Obama´s promise to rewrite America´s immigration law through a mixture of executive fiat and a kind of officious neglect may have been calculated to incite a GOP freakout, a summer of polarizing impeachment rage, or a self-defeating government shutdown. Tuesday, news broke that the Islamic State had released a “Second Message to America” in the form of an Internet video in which it claimed it had brutally murdered another American journalist, Steven Sotloff. It’s almost impossible to put into words the horror of it. One can only hope that the people who sympathize with the Islamic State aren’t the only ones now motivated to do something. But recent events don’t offer much encouragement. Most tellingly, Fox News´ James Rosen asked State Department spokeswoman Jen Psaki the question Tuesday that many of us have had on our minds: “A lot of Americans are

Washington -- If nothing else, the latest ISIS act of barbarism brought a quick political consensus, and added pressure on President Barack Obama: Caution in the face of repugnant horror just won´t do. TALLINN, Estonia -- President Barack Obama will stand shoulder to shoulder with Baltic leaders Wednesday in a show of solidarity with NATO allies who fear they could be the next target of Russia´s aggression. After arriving early Wednesday in Estonia´s port capital of Tallinn, Obama was greeted at Kadriorg Palace by Estonian President Toomas Hendrik Ilves on a crisp and sunny morning. Obama placed his hand over his heart as the U.S. national anthem played, then inspected Estonian troops with Ilves and shook hands with groups of flag-waving schoolchildren. Though law enforcement sources said there is a possibility the mayhem occurred during Monday’s parade in Brooklyn, officials could not confirm the time or place that the video showing a horde of young men wrecking the patrol car was shot. Nearly three-fourths of Americans favor letting the Washington Redskins keep their nickname, but the percentage who think it should be changed has tripled in the past two decades, according to a poll conducted by Langer Research for "Outside the Lines." Nearly a quarter (23 percent) of Americans surveyed now think the name should be changed, up from 8 percent in 1992 and up 9 percentage points in the past year alone. The poll of 1,019 Americans, conducted on landlines and cellphones between Aug. 20 and Aug. 24, found that 71 percent favor keeping the nickname -- but that´s down from 89 percent

President Obama approved sending 350 additional troops to the Iraqi capital to increase security at the Baghdad embassy compound and its support facilities. The Pentagon said late Tuesday that the new personnel will build upon previous deployments that were announced in June, boosting security in Iraq up to about 820 people. The forces are expected to provide security for the State Department, as the U.S. military continues to carry out airstrikes on Islamic State militants in Iraq. In his USA Today column, Jonah Goldberg exposes a national disgrace I was completely unaware of, one that is almost too heartbreaking to comprehend: the United State military sometimes reclassifies combat dogs as "equipment" and abandons them to languish in shelters overseas in war zones. Other than the fact that combat dogs save an average of 150 American lives during their service, these living creatures form strong emotional attachments to the men assigned to them. But when their time is up -- when they become too old, combat fatigued or shall-shocked to be useful in combat -- rather than transport

The word of the day is herky-jerky, which is a polite way of saying erratic. And which, I regret to report, is a fitting description of President Obama’s handling of immigration. And, I regret even more, a metaphor for his stumbling stewardship. o recap and add perspective: The country’s immigration policy is broken, with 11 million undocumented immigrants forced to live in the shadows. That this situation endures is the fault of House Republicans who, captive to a gerrymandered, cable-inflamed populace that greets every reasonable solution with cries of “amnesty,” have rejected any comprehensive solution. This recalcitrance may be rational,
