A Pennsylvania doctor is being hailed a hero today after he seriously injured a patient who went on a shooting spree in his office. The shooter, identified as Richard Plotts, entered the unnamed psychiatrist´s office, located in a suburban hospital in Darby, with a caseworker at around 2p.m. and immediately opened fire, District Attorney Jack Whelan said. The doctor was grazed by gunfire from the patient but helped stop him by apparently returning fire with his own weapon. The question is enormously important: Are health-care consumers entitled to subsidies if they buy coverage on insurance exchanges established by the federal government, as they are with insurance from state exchanges? Two federal appeals courts have reached contradictory conclusions, at least so far. (The Obama administration plans to ask the full federal appeals court in Washington to review the three-judge panel ruling against the subsidies, and that court is newly stocked with liberals.) Based in the Pittsburgh suburb of Findlay Township, Dick´s operates more than 500 stores nationwide, most under the Dick´s name.
