Holyrood brings in new

Controversial plans to create a state-appointed “guardian” for all children across Scotland were passed at Holyrood last night. It will create a new layer of protection to detect youngsters suffering in abusive families and follows a string of tragic toddler deaths in recent years. The change is also aimed at helping to spot health and emotional problems in the country’s children and provide better support for families. It means health visitors, midwives or school teachers will now take on the role of a “Named Person”, with a duty of support for every youngster up to the age of 18 across

The last image most of Hailey Owens’ classmates will have of her is a smiling, laughing girl dancing at Friday’s Valentine party. After the treats and the passing out of holiday cards, Hailey’s fourth-grade teacher put on some music. And the parent helpers — including Hailey’s mother — got to see the kids go at it. “They got to shake their groove thing and Hailey was in the midst of it all,” said Gary Tew, principal of Westport Elementary School in Springfield. “That’s what the kids are going to remember about her. And her mom got to see her in

Judge Robert C. I. McBurney, has ordered that Bernice King turn over her father’s Bible and Nobel Peace Prize to the King Estate for safe keeping until a court decides whether or not her brothers can sell them on the open market. But there is a catch. McBurney said the items are to be stored in safe deposit box at a bank of the estate’s choosing, but the court will control the keys. “I think it is prudent that the two items be stored together in a safe deposit box,” McBurney said after a 2.5 hour hearing Wednesday night in the Fulton County

A group of major GOP donors, led by New York billionaire Paul Singer, is quietly expanding its political footprint ahead of the midterm elections in an increasingly assertive effort to shape the direction of the Republican Party. The operation was launched discreetly last year, with the previously unreported formation of a club called the American Opportunity Alliance to bring together some of the richest pro-business GOP donors in the country, several of whom share Singer’s support for gay rights, immigration reform and the state of Israel. Around the same time, Singer and his allies also formed a federal fundraising committee called

A bit of miltary wisdom has it that you should never give an order you know won´t be obeyed. Issuing such an order accomplishes nothing except to undermine your authority and expose the extent to which, no matter what enforcement mechanisms are in place, you rely upon voluntary compliance. But now that Connecticut´s resident class of politically employed cretins has awoken to the fact that, in their state, like everywhere else, people overwhelmingly disobey orders to register their weapons, they´re acting like this is a shocking revelation. They´re also promising to make those who tried to comply, but missed the

A new study broadens a notion held by the earliest criminologists: Periods of higher temperatures -- on an hour-by-hour or week-to-week basis -- are likely to produce more crime. The study by Matthew Ranson of Abt Associates, a research and consulting firm in Cambridge, Mass., suggests global warming will trigger more crimes including murders and rapes over the next century, with social costs estimated to run as high as $115 billion. Between 2010 and 2099, climate change can be expected to cause an additional 22,000 murders, 180,000 cases of rape, 1.2 million aggravated assaults, 2.3 million simple assaults,

How true to life is the hit Netflix show House of Cards? Well, one of the show’s stars apparently learned from a senior government official that reporters do, in fact, sleep with their sources. Yes, in a Q&A with Capitol File magazine, Robin Wright (who plays Claire Underwood) on the show, said that when she was researching her role, she learned some surprising things about what goes on in D.C. She says a “senior persion” in the Obama administration told her that reporters sleep with their sources, among other things. And what she took away from these revelations was this: “D.C.

Natural gas prices

Natural gas prices, up more than 45% year-to-date on cold weather demand and slumping supplies, surged 11% Wednesday, hitting their highest levels since 2009. The price on contracts for March delivery jumped to $6.22 per million British thermal units in early trading before settling at $6.15 on the New York Mercantile Exchange. It was the highest price since late 2009. Behind the run-up: expectations that the cold weather that´s plagued the Midwest and Northeast and parts of other regions since December will linger, keeping demand high. The jump came after the National Weather Service forecast another round of sub-freezing temperatures

People in Louisiana with HIV or AIDS are facing roadblocks in getting health insurance through the online marketplace created under the federal health law. Most companies offering insurance plans for Louisiana residents through the marketplace say they won´t accept payment from a federal program that helps low- and moderate-income HIV and AIDS patients cover their health costs. Estimates are that up to 3,000 people in Louisiana could be affected by the policy. The decision started with the largest insurer offering coverage to Louisianians through the federal marketplace: Blue Cross and Blue Shield of Louisiana.

New York — Sbarro Inc. says it’s closing 155 of its U.S. locations, mostly in mall food courts where traffic has declined. The Melville, N.Y.-based pizza chain said Wednesday the closures affect 1,400 workers. Jonathan Dedmon, a representative for Sbarro, says the targeted locations will close Thursday. “The last day of business is today,” he wrote in an email. Homeland Security Secretary Jeh Johnson on Wednesday ordered the cancellation of a plan by the Immigration and Customs Enforcement agency to seek a national license plate tracking system. The order came in the wake of a story by The Washington Post reporting that ICE last week solicited proposals from companies to compile a database of license plate information from commercial and law enforcement tag readers. The idea behind the national license-plate recognition database, which would have drawn data from readers that scan the tags of every vehicle crossing their paths, was to help catch fugitive illegal immigrants, according to a DHS solicitation.

Speaker John Boehner (R-Ohio) and Senate Minority Leader Mitch McConnel (R-Ky.) are now in position to end the Tea Party’s death grip on the Republican Party’s political future. Last week, Boehner and McConnell faced down the Tea Party’s threat to cripple the government when they supported raising the nation’s debt ceiling. That move prevented GOP political suicide. If the nation’s credit rating, stocks and the recovery went down the sewer because of Republicans’ refusal to raise the debt ceiling, the GOP’s chances in the midterm elections would have been severely damaged.
