Yesterday, our California in Crisis series reported: California is controlled by the Democratic Party, and the California Democratic Party is controlled by the state’s government employee unions. You can’t win a statewide election there without at least the tacit approval of those unions. And for decades, the cost of their friendship has been protection from spending cuts in lean times and generous retirement package increases in good times. California actually has fewer state government employees per capita than the national average, but its employees are the best-paid in America. This often has a negative effect on government services.

It turns out that the "across the board cuts" of Sequester leave plenty of flexibility for the Obama administration. Within a rather large budget category (in many cases), the feds would be free to prioritize. The devil is in the details, and it turns out that the legislation was somewhat carelessly written. (snip) The practical meaning of this is that President Obama will own responsibility for the cuts he has already started making, even before the Sequester even takes effect. He is making the choice to punish Americans in order to get his way.

DreamWorks Animation CEO Jeffrey Katzenberg announced that 350 of his 2,200 studio employees will be laid off by the end of the year. The news comes in the wake of a $165 million loss the production company reported from the disappointing results of its most recent film, Rise of the Guardian. A congressional source with direct knowledge of the plans tells me the top four congressional leaders – John Boehner, Harry Reid, Nancy Pelosi and Mitch McConnell – will meet with President Obama at the White House Friday to attempt to negotiate a way to avoid the spending cuts that both sides have said should be avoided.
