WASHINGTON -Secretary of State John Kerry has chosen the University of Virginia, founded by Thomas Jefferson, as the site of his first foreign policy speech since joining President Barack Obama´s Cabinet. State Department officials say Kerry will speak to students and faculty next Wednesday about the importance of robust U.S. diplomacy and connections between it and the lives of ordinary Americans. The address will be the first in a series Kerry plans to give to domestic audiences to explain what the public gets out of government investment in foreign affairs, which accounts for about 1 percent of the federal budget.

Senate Judiciary Committee Chairman Patrick Leahy (D-VT) and Collins (R-Maine) will introduce the bill, which Leahy has introduced every year since 2003 and insisted should be part of any immigration reform deal. “More than two dozen countries recognize same-sex couples for immigration purposes,” Collins said. “This important civil rights legislation would help prevent committed, loving families from being forced to choose between leaving their family or leaving their country.”

Among the requested materials: the full text and details of several speeches Hagel failed to report to the Senate Armed Services Committee that have since been uncovered. Fox News Channel on Tuesday reported on two speeches Hagel failed to disclose as requested, including one given in 2008 to the annual conference of the American-Arab Anti-Discrimination Committee (ADC).

President Barack Obama is expected to propose during his Thursday visit to metro Atlanta that the federal government expand the Head Start preschool program, which is designed to prepare children from low-income families for school. Obama also plans to back a new partnership with states to provide preschool for every 4-year-old from low- and middle-income families, according to details from the White House that emerged hours before his scheduled visit. The plan would be funded through with federal matching dollars for public preschool slots for families who earn at or below 200 percent of the poverty level.

There is something entirely appropriate about holding the State of the Union address on the same day as Mardi Gras. One is a display of wretched excess, when giddy and rowdy participants give in to reckless and irresponsible behavior. The other is a street festival in New Orleans. There is, thankfully, less nudity in the House chamber for the president’s annual address, and (slightly) less inebriation. But what occurs beneath the Capitol Dome is as debauched as anything on Bourbon Street. The State of the Union ritual is by now familiar to most Americans.

One of the big moments of the State of the Union address was President Obama’s call for “high-quality preschool” for 4-year-olds. Nobody was happier at the idea than Walter Mondale, the former vice president. “This is going to be wonderful,” he said in a phone conversation. His delight was sort of inspiring. If I had been down the road Mondale has traveled, my mood would have been a little darker.In 1971, when he was a senator, Mondale led the Congressional drive to make quality preschool education available to every family in the United States that wanted it.

NEW YORK — H.J. Heinz Co. says it agreed to be acquired by an investment group including billionaire investor Warren Buffett in a deal valued at $28 billion. The ketchup company says it’s the largest deal ever in the food industry. Heinz shareholders will receive $72.50 in cash for each share of common stock they own. The transaction value includes the assumption of Heinz’s debt. Based on Heinz’s number of shares outstanding, the deal is worth $23.3 billion excluding debt.
