As the federal government moves forward on its plans to tighten gun restrictions, Texas lawmakers are proposing legislation to expand gun rights in the state. The latest proposal is HB 700 filed Thursday by state Rep. George Lavender, R-Texarkana, that would allow individuals with concealed handgun licenses to carry weapons in plain view on a belt or shoulder holster. “For some it is a matter of personal safety, for others it is simply a convenience/personal preference issue,” said Lavender, who carried similar legislation that failed last session. He added others view it as a constitutional issue.

The White House has decided to circumvent Capitol Hill as it concentrates its gun-control efforts on speeches and other public appearances by President Obama and Vice President Biden outside of Washington, according to officials with knowledge of the plans. With Obama’s gun agenda dependent on centrist Democratic senators who are nervous about their reelection prospects, the administration has calculated that the president is better off helping to build a groundswell of popular support within the lawmakers’ states rather than negotiating directly with them, officials said.

The Senate approved a deal Thursday that will keep the chamber’s long-standing 60-vote threshold for halting a filibuster but streamline some of the chamber’s more cumbersome procedures. Senate Majority Leader Harry M. Today Senator Dianne Feinstein unveiled her long-promised legislation to ban “assault weapons.” Since there is no such thing as an assault weapon, we will have to read the text of the law to see what it actually does. So far, I haven’t seen the text anywhere, but Feinstein’s web site has a fairly detailed description of the bill, including a list of the 157 weapons that are specifically banned. Over the past 24 hours there have been a number of good columns published that take issue with outgoing Secretary of State Hillary Clinton´s testimony yesterday. Some mocked Congressional and Senate Democrats for choosing to fawn all over Hillary, instead of probing into the unnecessary deaths of four Americans. Jennifer Bigham, from Modesto, California, admitted killing the toddler in 2010 and was found not guilty of murder by reason of insanity. After doctors ruled she is now sane, Bigham has been allowed to walk free and was released from jail on Tuesday.
