The U.S. Army Corps of Engineers cannot produce about $1 billion of receipts for fuel and other supplies it bought in Iraq using Iraqi money, a government investigation has found. The total amount of funds unaccounted for has now reached a staggering $7 billion, officials say -- and they warn that the Iraqi government is likely to demand at least some of that money back. The United States has been managing billions of dollars of Iraqi money through the U.N.-created Development Fund for Iraq (DFI) since 2003, money that was the result of Iraqi oil and gas sales

In my last post, I noted that the third presidential debate did not move the needle in terms of the popular vote. Before the debate, Romney led Obama by 5 points in the Gallup poll and 2 points in the Rasmussen poll. In the aftermath of the debate he leads by 5 in Gallup and 3 in Rasmussen. Of course the needle might move yet. There could be a surprise external event that affects perceptions of the candidates. Or one of the candidates might commit a serious gaffe. Or, conceivably,

For those old enough to have covered the 2000 election, close presidential races trigger flashbacks of late-night interviews with lawyers at the Florida Division of Elections and close readings of the 12th Amendment. The neck-and-neck 2012 race for the White House is unharnessing a stableful of nightmares. First, Nate Silver estimates the possibility of a decisive battleground state going to a recount at 10%. Most of the states that could tip the election have mandatory recounts if the winner’s margin is slim (typically, 0.5% or less). Recounts tend not to change a large percentage of the votes cast and counted,

In 2008, then-candidate Barack Obama’s campaign did something that campaigns have always strived to do, but can’t usually achieve: It found the pitch-perfect tone, offering the nation a promise of hope and change. Four years later, the Obama re-election campaign has not found similar success. With polls showing the President in trouble and slipping from his lead in most polls, and even trailing in some, what once was hope and change has now morphed into sarcasm and derision. Rather than challenge his opponent, former Massachusetts Gov. Mitt Romney, on substance, the Obama camp has resorted to ridicule and arrogance,

Sandy -- dubbed "Frankenstorm" for its potential monstrous effects -- has millions bracing for a massive weather system likely to drench much of the Eastern seaboard by Monday. For the 50 million people who live in the Mid-Atlantic and Northeast – roughly one-sixth of the U.S. population – the storm's winds, rains and potential snow could cause widespread havoc, with weather forecasters predicting up to 10 inches of rain in some regions, snowstorms in others and widespread wind damage that could down power lines. At least 43 deaths in Cuba, Jamaica and Haiti were already reported in Sandy's wake,

In a column for Bloomberg View I argue that, if Obama loses this election, it won't be for what many will say are the obvious reasons -- because the economy is weak and Obama's an African-American. It'll be because he ran as a failed progressive rather than a successful centrist. Almost to the exclusion of everything else, his campaign has emphasized the leftist priority of taxing the rich more heavily, the issue on which he's been constantly beaten back. To most people, I think, that goal seems desirable or inevitable,

ZURICH—Lance Armstrong's seven Tour de France titles, which were stripped earlier this week, won't go to another cyclist, the sport's governing body said Friday. The International Cycling Union, known as UCI, also called on Mr. Armstrong and other riders involved in what has been described by the U.S. Anti-Doping Agency as "a massive team doping scheme," to return the prize money they received during their discredited triumphs. The UCI, following a meeting of its management committee in Switzerland said it also was setting up an independent commission to look into allegations made against it during the Armstrong affair.

Take a guess what words fill in the blanks (different words for each of the two blanks) in this news story from Friday: As the sun burned in the soft blue sky, thousands of Muslims poured into ___________ early Friday and filled the morning with the sounds of prayer as they celebrated Eid al-Adha, or the Feast of the Sacrifice, the most important holiday of the Islamic calendar. "Eid Mubarak," men and women said in greeting, wishing blessings for the day. Youngsters skipped school, elders from across __________ glowed

All eyes will be on Justice Elena Kagan on Monday, when the Supreme Court considers a copyright case that some fear could prevent people from reselling certain products they own such as the iPhone, as she may have the deciding vote. In a case that tests the boundaries of copyright law, merchants and consumers say they have the right to resell what they own, but content creators argue they should be protected from shady deals that undercut retail prices. The case, Kirtsaeng v. John Wiley & Sons, calls into question the first-sale doctrine, a rule in copyright law

CANTON, Ohio — A fired-up Mitt Romney delivered an economic address yesterday that accused President Obama of trying to “demonize” him — as the Obama campaign mocked Romney as being stuck in the 1950s. “President Obama promised to bring us together, but at every turn, he has sought to divide and demonize,” Romney said while laying out his economic plan in Iowa. Romney then slammed Obama for the “misguided policies” that slowed the recovery. Romney’s complaints come after Obama spent several days ridiculing the candidate for having “Romnesia” and forgetting his earlier positions. The move followed efforts

At a speech in Davenport, Iowa, on October 24, with 13 days left in the presidential election, Barack Obama introduced a new closing argument: “Trust matters,” Obama said. “There’s no more serious issue on a presidential campaign than trust.” We agree. It’s a good way—among the most important ways—to evaluate a leader. On October 18, five weeks after terrorists attacked the U.S. consulate in Benghazi, Libya, killing four Americans, President Obama told television host Jon Stewart that his administration had moved quickly to share all of the intelligence with the public. “Everything we get, every piece of information we get—

The chart below has been making the rounds over the past couple of days. It shows how many field offices each campaign has in the top ten swing states, and it's pretty stunning. Obama has twice as many offices as Romney in Virginia. Twice as many in Florida. Three times as many in Iowa. And more than three times as many in Ohio. What's going on? Our working assumption should be twofold: (a) the Romney campaign has plenty of money, and (b) they aren't idiots. So what's the deal? I've been meaning to mention something

If Barack Obama is reelected, will he face impeachment over Benghazi — a yet more unpleasant and far more wrenching result than to lose an election? It could happen — and in my estimation should happen — the way revelations are playing out over the bloody terror attack that took four American lives and has led to weeks of prevarication and obfuscation. The scandal thus far has at least tarnished and quite possibly implicated everyone from the CIA director, to the secretaries of State and Defense, to the UN ambassador

Another Florida newspaper went from an Obama endorsement in ’08 to a Romney endorsement in ’12. I’m skeptical as to how much such endorsements matter, but certainly the ones that are switches from 2008 in swing states are most interesting. Just seeing such changes of heart in print could validate the feelings of regular voters leaning that direction, but the tone the Orlando Sentinel and this paper have taken has been pretty devastating: Four years into Barack Obama’s presidency, economic growth is sputtering. Family incomes are down. Poverty is up. Business owners are reluctant to assume risk

They fought for their lives for seven hours. 9/11/ 2012. Benghazi. The White House watched. No help was sent and they died. Four Americans died in the jihadi attack on our consulate in Benghazi. Glen Doherty and Tyrone Woods, two retired SEALS who were working as civilian security specialists in Benghazi, learned that Ambassador Stevens and nine other people at the consulate were under attack and rushed to their defense. The fourth man was Sean Smith, father of three, an Air Force veteran, working for the State Department in Libya.

Precious historical artifacts like the Wright Brothers airplane patent, the bombing maps for the nuclear attack on Japan, the original eyewitness radio report of the Hindenburg disaster and photos taken by the astronauts on the moon are just some of the items stolen from our National Archives. So much of our past has been pocketed by thieves that the National Archives has formed a recovery team to get them back. Bob Simon reports on this alarming trend -- and the conman now serving seven years in prison for the largest theft of historic artifacts in U.S. history

AMES, Iowa — Seizing on fresh evidence of economic sluggishness, Republican challenger Mitt Romney said Friday that President Barack Obama inherited a bad situation when he took office and then "made the problem worse." Obama looked ahead to the second term he's hoping to win. Referring to the two top Republicans in Congress, the president said he was prepared to "wash John Boehner's car" or "walk Mitch McConnell's dog" if it would help complete an elusive deal to cut future deficits by trillions of dollars. The two campaign rivals faced a common danger

President Obama’s green jobs training program, which was part of his stimulus, has failed on most key jobs measures, according to a new internal audit that found it was training workers who already had jobs that didn’t need green energy skills, and was failing to place new enrollees in jobs once they finished the training. The Labor Department’s inspector general also said grantees who received the green jobs-training money did a poor job of reporting their results. Only 38 percent of those who have completed training got jobs based on it, and only 16 percent

The White House is weighing the idea of a tax cut that it believes would lift Americans’ take-home pay and boost a still-struggling economy, according to people familiar with the administration’s thinking, as the presidential candidates continue battling over whose tax policies would do more for the country. Obama administration officials have concluded that the economy, while improved, is still fragile enough that it may need another bout of stimulus. The tax cut could replace the payroll tax cut championed by President Obama

Most polls at this moment suggest GOP nominee Mitt Romney is in the lead nationally, but surveys in the nine or so swing states are registering a narrow advantage for President Obama. So here’s a prospect worth contemplating: What if Romney carries the popular vote, but Obama regains the presidency by winning 270 votes or more in the electoral college? “I think it’s a 50/50 possibility — or more,” said Mark McKinnon, who was a political strategist for former president George W. Bush. “If the election were held tomorrow, it wouldn’t just be a possibility

"Honored to see First Lady Michelle Obama wearing our Spring 2013 dress at the final presidential debate," boasted the Twitter account of fashion label Thom Browne soon after Monday night's debate. Yet over at the Twitter account of OscarPRGirl, the official publicist for Oscar de la Renta, not a word was uttered about the fact that Ann Romney had donned a dark teal dress from the designer's collection. But that's nothing new. Designers, stylists and fashion industry publicists routinely clamor to outfit First Lady Michelle Obama, with press releases flying out the door

NORTH CANTON, Ohio — An autumn chill. Live country music. A sea of blue jeans and ball caps flowing into nearby neighborhoods. Lately Mitt Romney's outdoor rallies in Ohio have taken on a distinct feel, sound and look as his crowds grow in size and the weather lends itself to a high school football atmosphere. The Republican nominee for president feeds off this Americana vibe, and Friday night at Hoover High School was no exception. An audience of 8,500 gathered around the school's baseball diamond to hear Romney and his running mate, U.S. Rep. Paul Ryan.

President Obama said Friday he was "not personally aware" of any request for more security by U.S. diplomats in Libya before the Sept. 11 strike on the consulate. The president addressed questions about those requests during an interview on "The Michael Smerconish Show." Several weeks ago, former security officers testified on Capitol Hill that they had sought additional protection in the months leading up to the attack -- further, a recently released cable from Ambassador Chris Stevens himself on the day of the attack noted "growing problems with security" in Benghazi.

The economy plowed ahead at a 2% growth rate in the third quarter, which thrilled more than a few of our liberal friends who think it's enough to re-elect President Obama. We'll soon find out if they're right, but there's no doubt their prosperity standards are slipping. In the third quarter of 1992, growth came in at 4.2% (3.4% for the year) and Democrats called it a catastrophe. The third-quarter figure means that growth for the first nine months of 2012 has been a paltry 1.7%. That's slower than last year (1.8%), which was slower than the year before (2.4%). The current recovery
