The federal government in 2011 directly deposited $5,262 in improper welfare payments into the bank account of a foreign-born U.S. citizen who was living in Hanoi, Vietnam--and who withdrew the funds via an ATM. District officials barred the Kountze High School cheerleaders from displaying banners with religious messages such as, "If God is for us, who can be against us," after the Freedom From Religion Foundation complained.
