The richest man in the world, Mexican billionaire Carlos Slim, is making millions in profits from a government program that supplies poor Americans with free cell phones. Mr Slim, who is worth an estimated $69billion, owns the parent company of both the service provider and phone producer which creates the phones used in the Lifeline program. The government program was originally enacted under President Reagan's administration in an effort for poor Americans without access to phones to have a way to contact prospective employers, arrange for healthcare, and be in touch with their children's schools. Republicans have since attacked the

Arguably the most notable brief filed in the Supreme Court’s big case on affirmative action comes from a pair of lawyers who have just published a book on the subject. The case is Fisher v. Texas, and the coauthors are Richard Sander, who is also an economist, and Stuart Taylor, the legal affairs writer. The argument they press is that “the biggest problem for minorities in higher education is no longer race but rather racial preferences.” If you ask why that is, their answer is “mismatch,” which also serves as the title of their book.

Security at the lightly-guarded diplomatic site was “weak” despite repeated requests for more protection in the months before the raid that killed the US ambassador to Libya, Lieutenant Colonel Andrew Wood told a Congressional committee. He said his special forces troops, who were assigned to protect American diplomats in Libya, were withdrawn weeks before the attack and that Washington ignored warnings that the consulate was vulnerable. In a televised hearing designed to put the Obama administration’s handling of the September 11 assault on trial, Republicans claimed that the State Department had pressured its diplomats to “artificially” reduce security arrangements

Often in US election cycles, the vice-presidential debate is considered an entertaining but largely inconsequential diversion: politicos might be curious to see how the understudies perform, but the voting public really has eyes only for the two principals. Not this time. After Barack Obama slept-walked through the first presidential debate in Denver, precipitating a revival for Mitt Romney in the polls, the heat is now on Joe Biden to help put a stop to the Romney roll. It is an unaccustomed role for Mr Biden, a loquacious but notoriously unreliable politician who over the last four years has played fool

Baghdad. Benghazi. Big Bird. One of these things is not like the others. One of these things just doesn't belong. Al Qaeda is rebuilding in Iraq. An American ambassador is dead. And Iran may be just months away from amassing enough weapons-grade uranium to wipe Israel off the map. Here at home, 23 million Americans are still looking for work. The national debt is motre than $16 trillion. And while China is the largest foreign owner of our debt, around $5 trillion is owed to the nearly insolvent Social Security Trust Fund and to the federal pension system—

This wasn’t how it was supposed to be. Barack Obama, despite having placed the country’s future in greater jeopardy than he found it in 2008 and having no second-term plans for dealing with the deficit or entitlements, was supposed to coast to a second term against a hapless, floundering Mitt Romney. Then along came that wretched debate and Romney lied and now he’s ahead in the polls by a full percentage point. Today’s Real Clear Politics average has Romney at 48.2%, the president at 47.2%. Romney now has a lead of between 1 and 5 points

Rome - Capt Francesco Schettino is also claiming back pay, after it emerged on Wednesday that he had been dismissed by Costa Cruises, the company that owns the Concordia, in July. "Costa Crociere confirms that it has concluded the disciplinary procedure against Schettino, following the sinking of the Costa Concordia, ordering his dismissal," the company said in a statement. The captain has claimed that he managed to save lives on the night of the disaster by steering the listing ship so that it sank in shallows off the coast of Giglio, rather than in open water.

A Boston-bound man arrested at Los Angeles International Airport wearing what appeared to be a bulletproof vest and transporting weapons in his luggage puzzled investigators by saying, "Hey, this is a game." Yongda Huang Harris, 28, a naturalized U.S. citizen who teaches English in China, was otherwise uncooperative with detectives and the FBI, which had an agent sit in on the questioning at the airport. Like many of the known facts about Harris -- now facing a federal charge for transporting hazardous material on an airplane -- the meaning of the statement, "This is a game," remained unclear to investigators.

The area’s most populous county accounted for 502 homes sold, 57 percent of all homes that changed hands last month within the three counties, according to the Charleston Trident Association of Realtors’ monthly home sales report released Wednesday. Berkeley, Charleston and Dorchester counties conbined for 876 sales in September, 13 percent more than the same month a year ago. The association’s monthly reports have been showing encouraging residential real estate trends since the fall of 2011. Sales have been rising,

The economic future of Florida apparently relies on the redesign of our license plates. I had no idea what a problem the current license plates have been. But it turns out that they’re wreaking havoc on what was supposed to be a lucrative business of photographing red-light violators at traffic intersections across the state. Since the beginning of the year, about three million license plates of red-light violators in Florida have gone unticketed because the raised lettering on their license plates couldn’t be deciphered by surveillance cameras, according to state officials. Whether it’s sun-bleached paint or the similarity of some letters and

Barack Obama has come up with another excuse for his poor performance in last week's presidential debate - he now says he was 'too polite' towards Mitt Romney. The President and his allies have suggested a number of explanations for his disappointing display, from Mr Romney's surprise shift to the political center to even the high altitude of Denver. But this morning Mr Obama argued that his main problem was that he pulled his punches against the Republican candidate--and promised to be more aggressive in the two remaining debates. 'I think it's fair to say I was just too polite

Sacramento - On 7,300 isolated acres in eastern Kern County, a plan for dozens of wind turbines 20 stories high to generate enough electricity for tens of thousands of homes may hinge on who is elected president. Millions of dollars have been spent laying the groundwork. Permits are in order, contractors are lined up, government planners are on board. But like many other green energy efforts in California, the Avalon Wind Project awaits the fate of key federal subsidies. For Republican presidential nominee Mitt Romney, such aid represents government run amok, allowing bureaucrats to pick winners and losers in renewable

The Internal Revenue Service urged a bankruptcy judge to reject solar panel maker Solyndra LLC’s bankruptcy plan Wednesday, saying it amounts to little more than an avenue for owners of an empty corporate shell to avoid paying taxes. “The undeniable conclusion is that tax benefits drive this plan,” attorneys for the IRS wrote in a bankruptcy pleading. (Snip) What’s more, government attorneys said that as far back as 2010, Solyndra owners had “planned meticulously” to be able to use Solyndra’s net operating losses to offset future tax liabilities.

Tomorrow’s vice presidential debate will be moderated by Martha Raddatz. The Daily Caller has reported that in 1991, Barack Obama attended Raddatz’s wedding to the future president’s law school classmate and fellow Harvard Law Review member Julius Genachowski. If that name sounds familiar, it’s because Obama appointed Genachowski to head the Federal Communications Commission. Raddatz and Gemachowski divorced in 1997. But they have a son together. So the father of the debate moderator’s child is an Obama administration appointee. Raddatz works for ABC News

Joe Biden's task at Thursday's vice presidential debate will be very different from the mission he had when he took to the stage four years ago in a similar forum. Biden, facing Republican vice presidential nominee Sarah Palin in 2008, avoided sharp attacks so as not to appear to be bullying Palin. (Snip) But this time around, America has a very different view of Biden. Over the last three years, he demonstrated a tendency to meander off script, producing gaffes that often embarrassed his boss, President Obama.

A week after President Barack Obama’s lackluster debate performance, Republican challenger Mitt Romney has made some gains in three key swing states among those most likely to vote, according to the latest round of NBC News/Wall Street Journal/Marist polls. Romney and Obama remain in a virtual tie in Virginia and Florida, and the Democratic incumbent maintains a slight advantage in Ohio. Romney saw his largest gain in Virginia, where he now edges the president 48 percent to 47 percent, a 3-point reversal

One day, he's leaning on Big Bird, and the next day it's Joe Biden. Can President Obama's campaign ever get serious? Can it afford to? Distraction has been Obama's re-election strategy all along. Highlighting Romney gaffes, peddling empty symbols, running on picayune policies -- in this way, Obama hoped he could run out the clock until November 6. (Snip) Obama gets a free ride on this sort of unseriousness. He based his nominating convention largely on the false claims that Republicans were trying to outlaw contraception and "end Medicare as we know it." Meanwhile, the major media pick apart every

I have cautioned Republicans that we shouldn't get too excited about Thursday's VP debate. Yes, Paul Ryan has forgotten more about the federal budget than Joe Biden ever knew. But, sometimes, having too much knowledge can trip you up in a debate. More troubling, Biden has a habit of just making stuff up on the fly. Its hard to debate crazy. That said, the real pressure is on the Vice President. If he whiffs this debate, Democrats will start running away from the Obama ticket. If I had to make a bet, I would wager

LEXINGTON, Kentucky -- "Joe Biden is one of the most experienced debaters we have in modern politics," Paul Ryan said before leaving his Florida debate camp for the site of Thursday's vice presidential debate. "But the Achilles heel he has is President Obama's record." In a series of events that could not have been predicted just a few weeks ago, the day before the VP debate saw a significant addition to President Obama's record. A House committee heard extensive testimony establishing that the Obama administration refused requests for heightened security from ambassador

WASHINGTON - Thousands of motorists may be driving cars and trucks installed with dangerous counterfeit bags and they should have them replaced at their own expense, the Obama administration warned Wednesday. Most at risk are motorists who have had their air bags replaced over the past three years by a repair shop other than a new car dealership, the National Highway Traffic Safety Administration officials said. Only 0.1 percent of the U.S. vehicle fleet - about 250,000 cars on the road - are makes and models for which counterfeit air bags are known to be available

Washington - To prepare for his biggest test yet on the national stage, untested debater Paul Ryan has been hauling two thick briefing books around the country and intently studying up on Vice President Joe Biden, who has been sparring over public policy since the Wisconsin congressman was learning how to talk. Ryan, the 42-year-old Republican vice presidential nominee, has suggested his youth will be an asset in connecting with voters at the sole vice presidential debate Thursday in Kentucky against the 69-year-old former senator.

The White House contends that all energy loan guarantees, including the more than $500 million given to now-bankrupt solar firm Solyndra, are awarded solely on the merits of the project, with no political influence from President Obama, Vice President Joseph R. Biden or other administration officials. But a series of emails from solar power giant BrightSource Energy Inc. show how the company applied political pressure and used behind-the-scenes cajoling to win a $1.6 billion loan guarantee in April 2011. Emails obtained by The Washington Times show BrightSource leaders discussing in great detail how to best push
