As Hurricane Florence barreled toward the Southeast as a Category 4 storm, governors in the Carolinas and Virginia issued mandatory evacuation orders on Monday — affecting hundreds of thousands of people. The most sweeping order came in South Carolina, where Gov. Henry McMaster gave the entire coastline until noon on Tuesday to leave — a mandate potentially impacting as many as a million people.
