California Gov. Gavin Newsom (D) announced on Monday that California is now a "model for the rest of the nation" when it comes to the use of deadly force by police officers. Newsom on Monday signed Assembly Bill No. 392, which says police officers may "use deadly force only when necessary in defense of human life."
According to the text of the bill, the "authority to use physical force...is a serious responsibility that shall be exercised judiciously and with respect for human rights and dignity and for the sanctity of every human life."

Isn't this the way deadly force is always justified? To defend against a deadly threat? Do we have to call a committee to identify a deadly threat now? Can we defend against a deadly threat to a crowded cafe by an armed perp who just robbed someone and is running towards the cafe? Maybe Newsom will handle all such matters personally.

I'm sorry, but in the heat of the moment a cop doesn't have time to determine if a perp who is not obeying verbal commands to show hands is holding a cell phone or a gun. All this after-the-fact armchair quarterbacking by the media & the politicians who think they know everything is going to get more police officers killed.

I have arbitrated cases of police using deadly force.
And I cannot find a difference between current legal standards and Newsom's blathering.
Legal standards for use of force have been established by the courts over the life of our country. Deviating from those well established standards will result in more dead police officers. Or is that what Newsom wants? Does the new law require that a police officer, after being shot at by the perp, require the officer to say, 'don't shoot again - I'm a police officer?' And if the officer doesn't say those words, but instead shoots the perp, is the police officer in violation of the law?

Between stupidity like this, the embracing illegal immigration and the insanity of allowing for the propagation of the homeless issue that is eventually going to initiate a recurrence of plagues, the Commucrats are succeeding in turning a once-beautiful and prosperous state into an unlivable hell-hole. The party and any philosophical offshoots should be outlawed. This whole situation is an utter disgrace.

Good Job Mr Newsom. This act should go a long way in solving the growing problem of Police Officer recruiting. Knowing that your boss' will second guess your every move and that if you survive a violent encounter a totally unbiased public commission of your attackers peers will spend 6 months to a year dissecting every microsecond of your 7 second encounter to decide whether you should get a reprimand, or a prison sentence.
They'll be lining up around the block to apply for that job.

This goes into effect 1-1-20. Will be interesting to see how much crime spikes in Cal. after the first of the year. Police officers are not going to stick their heads on a chopping block over an arrest.

The Governor of California cites the police's shooting of a suspect who was holding a mobile telephone. It was mistaken for a weapon -- a firearm. The suspect pointed the mobile telephone at police. He refused to put his hands up when police ordered him to do so.
How is it that police are to blame for the death of a disobedient idiot? And how would this law have changed anything? Do police need to be shot at to justify their use of a weapon?
This law will be used against police when their perception of the situation -- in the heat of the moment -- turns out to be less than 100 percent accurate. If I were a copper, I'd be looking for a better state to serve in.

I know four retired LEOs in California. One has left the state. One has his house on contract and has purchased a house in rural Free America, another is seriously looking into moving to Yuma, he likes the desert parts of Cali, and the last one is waiting for his wife a CHP dispatcher to retire in a year to move to their new home in Idaho.
Cali LEOs want no part of the state as soon as they can retire and get out.
Soon enough they will have real trouble getting any good officers.

It seems that Gavin Nuisance is ignorant of how, in so many situations, decisions have to be made in a split second. It would mean most likely the death, injury, maiming of law enforcement officers, if officers have to pause and weigh the options.
Who elected Gavin Nincompoop, anyway? Are there enough voters in CA to elect a rational, intelligent person unlike Gavin Nitwit to restore the gleam of the once-upon-a-time Golden State?

Every police officer in Cuba-fornia should resign today, since they clearly can't do their jobs!!!
These men and women have to make split second decisions that may result in their deaths, or the deaths of innocent people, every day. There are hundreds of dead cops every year where they made the wrong choices, gave the bad guys the benefit of the doubt, and the bad guys killed them.
But lie-berals love dead cops, so it's really not "shocking" at all that they want more dead cops!!!

First of all, California is not a 'national model' for anything unless we want our streets to look like LA and San Francisco. Their liberal utopia looks exactly like the s-hole countries Trump referred to. Second, the police have the most dangerous jobs in America and our politicians do not support them. When you have to make a life or death decision you do not have time to ponder whether your force is necessary or just 'reasonable'. Let these panty waste politicians put their rear ends on the line out there every day and let's see how they respond when they are confronted with a criminal with a weapon. We'd love to hear all about that.

How many cops will be inspired to turn a blind eye to crime, when they themselves are more apt to be labelled a criminal for performing their jobs? The Democrats, the liberals, the press, all will have even more blood on their hands than they do now. If that's possible.

The language sounds the same as what is currently used so the devil is in how the California government is going to interpret it. Are the police going to have to wait until they are shot at? Maybe they can only shoot if civilians are shot at. Maybe the police will only be allowed to shoot at people of certain races. This is nuts. I wouldn't be surprised if police quit over this. How can they defend the public? Speaking of defending the public, the California State Assembly and the governor certainly aren't.

The only way that California police officers can comply with this bit of legislative foolishness is to be disarmed. The very concept of a righteous shooting by a police officer is anathema to the majority of leftheimer judges.

One problem, #29, they took away the officer's batons after the Rodney King fiasco....which, after being acquitted, and proven in court to have followed procedures and training perfectly, except for literally a single misplaced blow, was then handed over to the Feds, in double jeopardy, to imprison officers for doing exactly what they were trained to do.

What he is really saying is that the definition of Human life does NOT include the police. There lives are expendable as a public service to protect the lives of those criminals, even more so if they are POC's, and who want to kill them.
